Disability ÖTV exemption · 2026

ÖTV-Exempt Cars

New cars that meet the vehicle conditions of the disability ÖTV exemption (the price limit and at least 40% local content). Who can benefit is set out separately in the law. Compiled from official sources as of 16 October 2026.

Who can benefit

People with a disability rate of 90% or more; disabled people who have special driving controls fitted to the car to use it themselves; people with an orthopaedic disability of 40% or more who cannot obtain a driving licence for that reason.

Price limit

Cars whose price including ÖTV and all other taxes does not exceed 2.873.900 TL for 2026 (Official Gazette, 31.12.2025). The limit is updated every year by the revaluation rate.

At least 40% local content

The specific version must appear on the Ministry of Industry and Technology's local content declaration list with at least 40%. Imported models such as Dacia, Volkswagen, Opel and Peugeot are therefore excluded even if their price fits the limit.

Once every 10 years, 5-year sale rule

The exemption can be used once every 10 years. If the car is sold or transferred before 5 years, the waived ÖTV becomes payable; after 5 years it does not.
